Editorial Policy
Disclaimer:
The Romania Development Gateway (Gateway) is a web portal, developed by eRomania Gateway Association, within the Development Gateway project of the World Bank. Content submitted to the Gateway by users is subject to prior review by the managers, who will determine its suitability. Any content offered to the site may be rejected by managers if, in the managers' opinion, it advocates violence, contains profanity, is inflammatory in nature, is not relevant to the subject of that section of the site, or is otherwise inappropriate.
The views expressed in content appearing on the Gateway are entirely those of the originators, and should not be attributed in any manner to the eRomania Gateway association, the World Bank, its affiliated organizations, or their partners. See also Terms and Conditions. Purpose:
The Gateway provides technologies and tools to facilitate exchanges of credible and broadly based information on development issues. The site serves a diverse audience of development professionals, civic and cultural communities, international aid agencies, aid recipients, academics, professional groups, providers of products and services, the media, and others. It seeks to optimize local, national and international initiatives by providing internet-based systems to coordinate efforts and foster learning.
Content Management:
The overriding goal of the Gateway is to ensure an open and pluralistic content system dedicated to quality. The content management system of the site is based on the editorial judgment of selected individuals and organizations - called guides -- that demonstrate extensive knowledge of the subject, objectivity, and openness. Guides are responsive to direction from advisors, also experts in the subject area, who themselves are drawn from a wide range of institutions and stakeholders. The site uses a "deferred publishing" approach, so that content suggested by users is reviewed prior to acceptance on the site. Selection of resources, issues, discussion topics, news, and technical data for the site is, to the extent possible, based on fact, careful analysis, and the needs of the Gateway audience. This challenge of coupling internet technologies with sound human judgment -- in a manner that is both open and professionally sound -- is at the core of the Gateway editorial policy.
Country Gateway organizations are independent operations that have agreed to operate within the Gateway framework and principles. Individuals and organizations with special development expertise or concerns are encouraged to become involved in the Gateway.
The Editors:
The editors provide guidance and content the Gateway portal. eRomania Gateway Association Board will decide on matters such as systems of content management, editorial policies, publication standards, and content partnership structuring. This committee will examine and propose ways to enhance participation by communities and experts to promote the highest possible quality of content. It will also ensure that the portal maintains editorial independence, and that it serves all areas of the development community in an open, transparent, and effective manner.

Gateway guides or editors are under no obligation to link to any site, or to accept the contribution of any individual or organization. Their sole criteria is usefulness for the intended audience.
